Indian citizens travelling to the United States need a valid visa before entering the country. Visa-on-arrival facility is not available for Indian citizens. 
You need a valid B-2 visa for tourism, visiting friends or family, or to attend social activities or events. B-2 visa can only be used for tourism purposes and not to engage in any other activities like - study, business, work, permanent residence, etc. The B-2 visa is valid for 10 years. However, you can stay for a maximum of 6 months in a single visit. 
As per the US Immigration and Nationality ACT (INA), you will be eligible for a US visa if you can prove the following things - 
- you plan to stay in the US for a specific and a limited amount of time. 
- the purpose of your trip to the US is for a temporary visit.
- you have social and economic ties outside of the US that will ensure your return to India.
- you have enough funds to cover the expenses of your trip.
